Introduction

FY 2017:

Wave 15 for FY 2017 was released Friday, September 8th, for a total of $80.5 million. Funding for New York was $2.86 million for 48 applicants. Cumulative national funding through Wave 15 is $1.13 billion, including $38.2 million for New York. Wave 16 is scheduled to be released on Friday, September 15th.

FY 2016:

There was no new FY 2016 wave last week. The cumulative national funding through Wave 61 remains $2.91 billion, including $165 million for New York. Wave 62 is scheduled to be released on Tuesday, September 12th.

“Escalation to Services” PIA Status:

Applicants with pending applications for FY 2017 can sometimes see additional information on their applications’ Review Status by viewing the initial Form 471 display window in EPC.

In many cases, as in the example above, the review Status will read “Assigned to IR,” simply suggesting that the applications are awaiting PIA review and are not being actively being worked. Other status designations are more useful indicating steps in initial review or applications being held pending decisions at higher levels. A current list of status indicators is available on Page 4 of the FRN Status Tool Instructions.

One indicator that can use additional explanation to understand is the designation “Escalation to Services.”  This indicates that a question has been raised during the initial review as to the eligibility of all or a portion of the services or products requested in that FRN, and that the issue has been referred to USAC’s Eligible Services Team for review. Resolution of the issue may require some time depending upon the complexity of the question and whether or not USAC has to consult with the FCC.

Upcoming 2017 E-Rate Deadlines:

Sept. 19 Form 486 deadline for FY 2016 funding committed in Wave 47. More generally, the Form 486 deadline is 120 days from the FCDL date or the service start date (often July 1st), whichever is later. Upcoming Form 486 deadlines for funding commitments received in later waves include:

Wave 48         10/02/2017
Wave 49         10/04/2017
Wave 50         10/09/2017

Applicants missing these (or earlier) deadlines should watch carefully for “Form 486 Urgent Reminder Letters” (actually emails directing the applicants to EPC News Feed items). The Reminders will afford applicants with 15-day extensions from the date of the emails to submit their Form 486s without penalty.

The earliest Form 486 deadline for FY 2017 will be Monday, October 30th.

Sept. 19 Reply comment deadline for the FCC’s NPRM, FCC 17-76, on the release of caller ID information in response to threatening calls to schools and other community-based organizations (see our newsletter of August 28th).
Sept. 30 Service delivery deadline for the receipt of non-recurring services (i.e., installation or other one-time charges) for FY 2016. Requests to extend the service delivery deadline, if needed, must be made on or before this date.
October 10 USAC’s first annual fall applicant training session in Washington DC. Additional training sessions are planned in Charlotte, Minneapolis, and San Diego (dates not yet announced).
October 30 Invoicing deadline for FY 2016 recurring services. (Note: The normal October 28th deadline falls on a Saturday pushing this year’s actual deadline to the following Monday.)  Requests to extend this deadline, if needed, will be automatically granted by USAC if filed on or before this date.

USAC’s Schools and Libraries News Brief of September 8, 2017, reminds both applicants and service providers that the basic invoicing deadline for recurring FY 2016 services is Monday, October 30th. The News Brief reviews the basic prerequisites for submitting either applicant BEARs (Form 472s) or service provider SPIs (Form 474s), including the requirements that:

  • For either BEARs or SPIs, the associated service providers must have certified their FY 2016 Service Provider Annual Certification (Form 473 “SPAC”).
  • For either BEARs or SPIs, the applicants must have received notification of approved Form 486s for the associated FRNs.
  • For BEARs, the applicants must have received notification of approved Form 498s to provide current direct deposit banking information.
